libraries: Initial Audio3d implementation. (#2776)

* feat: Audio3d

* feat: Audio3d

* audio3d: disable output

* audio3d: Implement central Audio3d output.

* audio3d: Ignore AudioOut already initialized error.

* audio3d: Convert and retain sample buffers when queued.

* audio3d: Treat object audio as single channel.

* audio3d: Clean up.
